Jim retired in 2004 as the Assistant Chief of Police from the Urbana Police Department after 27 years of service. Prior to that he was with the Chatham, Illinois Police Department. Jim started with ILEAS as the first Executive Director. He has a Master's Degree in Public Administration and is a graduate of the 164th Session of the FBI National Academy. |

Indilus began designing the ILEAS membership, mutual aid, and purchasing systems in 2004 that have served as a backbone for ILEAS' statewide user and agency interaction. Since then, Indilus has continued to engineer solutions for ILEAS including SRT/MFF Training, Special Event Reimbursement, Equipment Grants, Inventory Certification, and NIMSource® |

Finance Manager
Dick came to ILEAS in March, 2009, after retiring from the City of Aurora as the Assistant Director of Finance for Accounting and Financial Reporting. He also spent over ten years as the Treasurer/Budget Officer for the City of Yorkville. A CPA for over 30 years, Dick had his own accounting practice for nearly 15 years. He has had a wide range of experience working with Federal and State of Illinois grants. Dick is responsible for the overall accounting and financial reporting for ILEAS and to insure compliance with Federal and State audit requirements. |

Grant Financial Coordinator
Amy joined ILEAS in August of 2007. She came to us from Franklin Financial Planning where she worked as a staff accountant and individual tax preparer. Her duties at ILEAS include maintaining the business and grant accounts, Accounts Receivable and Accounts Payable. |

Grant Fiscal Coordinator
Tiffany joined ILEAS in September 2009. She comes to us from the Village of St. Joseph where she was the Finance Manager and Village Clerk. She continues with both of those positions but on a part time basis. Previously, she was an auditor for the Auditor General, State of Illinois. She is a graduate of SIU with a degree in Accounting and Marketing. She will be overseeing the fiscal details of all ILEAS grants. |

Inventory Coordinator
Kent joined ILEAS in September, 2010 after 24 years with the Urbana Police Department. He retired as a lieutenant (Support Services Division Commander) after serving, among other duties, as Rangemaster, Training Coordinator, and FOIA Officer.He also coordinated Special Events and remains on the Illinois Marathon Organizing Committee.A 1981 graduate of SIU, Kent obtained his J.D. there in 1994. Also a 2008 graduate of the FBI Academy (235th Session), he will be in the Finance work group coordinating with member agencies and ILEAS personnel to help manage its inventory throughout the state. |

Facility Manager, NIMS and Medical Programs
Mark Joined ILEAS after serving 20 years at Provena Covenant Medical Center where he was the Director of Professional Ambulance Service. He is a licensed paramedic and serves as the medical commander for METRO SWAT in Champaign County. Training Support Coordinator
Jim retired in 2007 as Captain of the Correctional Division of the Champaign County Sheriff’s Office after over 24 years of service. He has an Associates Degree in Law Enforcement Education and attended the University of Illinois studying Vocational Education and Political Science. Jim will be the facility coordinator for the new ILEAS Training Center where he will oversee day to day maintenance and operational needs of the facility. |

Administrative Support Technician
Nancy joined ILEAS in March 2010. She came to us from Amdocs where whe was an auditor for the Sprint/Nextel accounts. Her duties at ILEAS include administrative support for the ILEAS Executive Director and other ILEAS grant managers. |

Training Manager
Michele spent 11 years with the East Central Illinois Police Training Project (MTU 12) as Assistant Director. She has also been a Board Member of the Illinois Juvenile Officers Association and has a wealth of experience and contacts in law enforcement training. |

Special Teams Manager
Jim comes to ILEAS from the Champaign Police Department where he retired as Chief of Police with 30 years' experience. Jim manages the Special Teams Program which includes all of the ILEAS special teams including the SRT's and the Mobile Field Forces as well as assisting with the local EOD teams. |

Membership Coordinator and ILEAS Foundation Activities Coordinator
Angela joined ILEAS in February 2005. She was previously the Administrative Aide for the Champaign County State's Attorney's Office where she worked for eight years. She has experience in networking with police, sheriffs and various other governmental agencies. Angela is your first point of contact for membership, passwords, and grant application questions. Field Operations Manager - North
Pete retired from the Elmhurst Police Department as a Deputy Chief after 34 years of service. Pete was one of the founders of ILEAS and served as its first Vice President. He also has experience in Emergency Management and Homeland Security. Pete is responsible for NIMS compliance, does inspections, and is the ILEAS liaison to a number of Federal, State, and local agencies and organizations. He also oversees the Regional Planning Coordinator program for the Northern part of the state. |

John recently retired after 32 years of service with the Kane County Sheriff's Office, Geneva, Illinois. John has been involved with ILEAS since 2002 and is a graduate of the F.B.I. National Academy 182 Session. John will be working out of Region 3 providing guidance and assistance to local agencies on the various programs and projects managed by ILEAS. |

Regional Planning Coordinator
Pat served 13 years as Chief of the Libertyville Police Department, and was previously Deputy Chief of Police at Glenview where he served for 20 years. Pat has a Master’s Degree in Management and is a graduate of the Northwestern University Police Administration Training Program. Pat served on the committees that initially developed ILEAS and NIPAS, for a number of years on the governing boards of both organizations, and is now the Regional Planning Coordinator for the agencies in Lake, McHenry and northern Cook Counties. Regional Planning Coordinator
Matt retired as Chief of Police from the Westchester Police Department where he served for 31 years. Matt has a Bachelor’s Degree in Business Administration and an Undergraduate Certificate in Emergency Management both from Benedictine University. Matt currently serves as Co-Chair for the Cook County/Chicago UASI Incident Response Committee and also is a member of the Illinois Incident Management Team (IL-IMT) since 2005. Bob recently retired as Deputy Chief with the Winnebago County Sheriff's Office, Rockford, Illinois, with over 30 years of service. Prior to this position Bob was the Region 2 Mobile Field Force Team Commander. Bob has been deployed to Hurricane Katrina, The Republican National Convention, and to the G20 Summit in Pittsburgh. Bob is a graduate of the F.B.I. National Academy 217th Session. |

Mick joined ILEAS after working 15 years as a prosecutor, including time with Champaign County, Coles County and the State of Illinois. Emergency Preparedness Grant Coordinator
Danielle joined ILEAS on January 5, 2009. She is currently working on her Bachelor’s in Emergency Management and Disaster Relief. She currently acts as an EMT-B, FFII, and part of the McLean County EMA Operations and Search and Rescue Teams. Danielle was hired by ILEAS to manage the emergency preparedness grants from the ITTF. |

Ken is a former Assistant State's Attorney with a Master's degree in Computer Science. He handles a wide variety of duties for ILEAS, including project management and software development. He is also the CEO of Artificer Solutions, Inc. |

Regional Planning Coordinator
Calvin began his law enforcement career in 1980, when he was hired by the Carbondale Police Department as a Telecommunicator. He was hired in 1981 as a police officer, and retired in 2009 as the Deputy Chief of Operations with 28 years of service. During his tenure he served as Administrative Lieutenant, Investigations Commander, and SRT Commander. |

Regional Planning Coordinator
Randy Wilson comes to ILEAS with 36 years of active law enforcement experience. Randy began his career in 1973 with the Piatt County Sheriff’s Department, where he served nine years as a Deputy Sheriff. He served one year as a Patrol Officer with Decatur Police Department, and began his 24 year career with Bloomington Police Department, beginning in 1983. Randy was promoted to Sergeant in 1993, and retired from B.P.D. in Jan 2007 , serving the last four years as Commander of the Traffic Division. He spent the last three years as the Chief of Police with the Hudson Police Department. He serves as the Regional Planning Coordinator for Central Illinois. |

Regional Planning Coordinator
Dave Fellows retired as a lieutenant from the Fairview Heights Police Department after 26+ years of experience. Dave also served as an instructor and Assistant Deputy Director of the Southwestern Illinois Police Academy from 1995 -2008. He is a graduate of Joliet Junior College (1978 AAS), Western Illinois University (1978 BA), Southern Illinois University-Edwardsville (1996 MPA), and Northwestern School of Police Staff & Command (#140). Dave serves as the regional planning coordinator for Region 8 and paart of Region 6 including the counties of Monroe, St. Clair, Madison, Jersey, Macoupin, Montgomery, Bond, Clinton, Washington, Pike, Greene, Morgan, Calhoun and Christian. Regional Planning Coordinator
Russ joins ILEAS after 30 years with the Madison County Sheriff’s Office where he retired as Captain. Along with his duties as Training Coordinator, he was also responsible as Supervisor of Communications, LEADS Agency Coordinator and PSAP manager. He was administrator of the agencies integrated computer system as well. Prior experience includes 5 years with the Bethalto Police Department as communication officer. He is a graduate of Lewis and Clark College, Godfrey. Russ is a Regional Planning Coordinator (RPC) for ILEAS serving Counties in Region 8 and 6. With an extensive Law Enforcement communications background Russ was assigned as Communication Liaison for ILEAS. He also serves as the backup Liaison to the State Emergency Operations Center. |

Regional Planning Coordinator
Jim Pearson joins ILEAS after 28 years of law enforcement experience beginning with the Stark County Sheriff's Office in 1982. He retired after 21 years with the Peoria County Sheriff's Office as a patrol lieutenant in November of 2009. He spent the last four years with Peoria County organizing and commanding the Region 6/7 WMD SRT. He now serves as the Regional Planning Coordinator for west central Illinois. |

Regional Planning Coordinator
Chris joined ILEAS as a Regional Planning Coordinator after 29 years of service with the Salem Police Department as a shift commander. Prior service includes Macomb PD, Vandalia PD and Flora PD. Chris is a graduate of Western Illinois University and Olney College. His 36 years of Law Enforcement included an emphasis on training and has taught for Olney Central College, Frontier Community College and well as MTU 15. He looks forward to assisting Region 9 agencies with ILEAS programs and grant opportunities. |
