ILEAS Grants

Since its inception, ILEAS has provided equipment and grants to local agencies.  Grants come in several different formats. 


Direct Equipment Grants

ILEAS receives grants for projects from the Illinois Terrorism Task Force (ITTF).  ITTF provides general guidance to ILEAS for the grants and the ILEAS Governing Board determines the details as to how that grant will be managed.  For instance, every year ILEAS receives an equipment grant for Personal Protective Equipment (PPE).  The Governing Board has determined that ILEAS will provide APR-style CBRNE compliant respirators to agencies on an as needed basis.  ILEAS then takes orders from agencies, purchases the respirators and then delivers them at no cost to the agency.  ILEAS has provided nearly 2,000 radios, 26,000 respirators, 6,000 radiation detectors pursuant to this program. 


Multi-Jurisdictional Special Team

ILEAS receives grants from the ITTF to create special teams. the ILEAS Governing Board establishes the parameters for participation.  ILEAS then purchases the special team equipment based on recommendations by all the special team commanders.  The equipment is purchased and distributed to the teams directly without cost to them.  ILEAS has provided approximately $20 million in special team equipment and training. 


Competitive Grants 

ILEAS annually receives funds to provide equipment grants to local agencies on a competitive basis.  In the past, these grants have included target hardening, communications, training, and mobile data computers (MDC's).  The ILEAS Governing Board establishes the standards for the competitive grants - what is to be granted and what the terms of the grant would be.  the grant is announced and applications are accepted online.  A committee consisting of chiefs and sheriffs from across the State of Illinois reviews the applications and uses the Board's standards to award grants.  ILEAS then purchases the equipment and provides it to the awardees.  ILEAS has provided nearly $20 million in competitive grants since its inception.
