NIMS

On February 28, 2003, President Bush issued Homeland Security Presidential Directive (HSPD), Management of Domestic Incidents, which directs the Secretary of Homeland Security to develop and administer NIMS. This system provides a consistent nationwide template to enable Federal, State, local, tribal governments, private-sector, and nongovernmental organizations to work together effectively and efficiently to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or complexity, including acts of catastrophic terrorism. In order to apply for Federal Preparedness Grant funding, each jurisdiction MUST adopt NIMS principles and practices and conform to the Illinois NIMS Compliance standards. It is no longer acceptable for jurisdictions to umbrella under their respective county. Federal Preparedness Grant funding will be NOT be awarded from the State of Illinois until all NIMS Compliance requirements have been met per the designated federal fiscal year (FFY).
To assist local jurisdictions with NIMS Compliance, the Illinois Emergency Management Agency provides pertinent NIMS information on the Illinois Municipal League's website. Clarification and questions regarding NIMS Compliance requirements should be referred to the Illinois Emergency Management Agency Coordinator for your region. A list of contacts is provided on the State of Illinois NIMS website.
The Department of Homeland Security and the State of Illinois will begin to audit Federal Preparedness Grant Fund recipients beginning in FFY2008. If your jurisdiction or department receives Federal Preparedness Grant Funds, you may be asked to produce documents supporting your efforts to implement NIMS. Failure to do so will result in the inability to receive Federal grant funds.
The table below provides a brief overview of NIMS Compliance Activities according to each respective fiscal year. ILEAS strongly suggests that all jurisdictions contact your IEMA regional representative to discuss any questions or additional assistance you may need in achieving NIMS Compliance.

2. Jurisdictions are required to have an official NIMSCAST account set up through the State of Illinois and complete the 2009 Compliance Metrics. Tier 1 metrics (in bold type) require completion in the affirmative. All other metrics (not in bold type) do not require completion in the affirmative. Upon completion, the metrics are required to be rolled up to the FEMA. Once logged in go to select an assessment in the up left corner of the navigation window. You will then see the entire assessments list. Click on the print (PDF) icon at the far right of your screen for FY2009. This will then print the assessment for that year and allow you to review the questions that you will be required to answer once you are online. |

Training:
Each jurisdiction must determine the NIMS courses required for its personnel. The jurisdiction is responsible for maintaining the courses personnel have taken in order to record training numbers for the NIMSCAST Metrics and Objectives. FEMAs training guidelines may provide useful in determining training. FEMA also provides online independent study courses free of charge. A list of NIMS can be found at the FEMA website.
In addition to FEMA, the Illinois Fire Services Institute routinely provide NIMS certification courses. Visit their websites by clicking on their names to learn about upcoming training opportunities.
NIMSCAST:
Each jurisdiction applying for Federal Preparedness Grand funding must have an official account on NIMSCAST. An account can only be established by the State of Illinois NIMS Manager. Please email your request to sue.sackett@illinois.gov. You can view the Illinois Compliance Database at the IEMA web site.
