Eclipse Training Event -- April 7-8, 2024

Mobile Field Force (MFF) officers trained at the Illinois Army National Guard Readiness Center in Murphysboro, Illinois, on April 7 and 8, 2024. Training was focused on MFF core competencies including MFF team movements, less lethal considerations and deployment, arrest tactics, and other specialized equipment used in support of multiple scenarios. This training involved readiness response by having the overall incident commander organize squads and platoons, document check in and out of personnel, as well as utilizing on site specialized communications resources.

In addition to these core skills, ILEAS staff assisted with the logistics of providing food and lodging capabilities for extended deployment(s) of special teams officers responding to assist as a patrol strike team.

ILEAS 2024 Conference Wrap-up

A big thank you to everyone who attended the ILEAS Conference!

On March 25-26, 2024, ILEAS held its 18th annual conference at the I Hotel in Champaign. Nearly 300 people were in attendance from 150 agencies across the state. Conference highlights were the educational sessions including Lt. Brian Murphy on the Sikh Mosque shooting in Oak Creek, Wisconsin, and the post-banquet entertainment by comedian Greg Warren!

Feedback on the new two-day format and the conference overall was very positive. Plans for next conference will be underway soon – we’ll announce the 2025 dates in the next few months!

Update on ILEAS Training Center Remodeling Project

Update April 25, 2024

  • The basement, parking lot and shipping/receiving areas are largely completed with only a few punch list and HVAC issues remaining.  
  • The B-Wing is 95% complete.  What remains is the installation of the air handler, final touch up painting and counter work in the new classroom. 
  • The first set of moveable walls has arrived and has been set up.  These walls can be configured in a variety of floor plans for use in tactical, crime scene and other scenario-based training. ILEAS plans on buying additional units to expand the portable wall concept.  
  • The courtyard improvements are moving but not as quickly as anticipated.  However, progress is being made. 
  • After construction is complete, the floors need sealed, audio-visual and security technology needs to be installed and furniture purchased.  

An open house is anticipated for mid-July 2024.  More on those details as we get closer.  

ILEAS to Hire New Finance Manager

The Illinois Law Enforcement Alarm System (ILEAS) is accepting resumes to select a new Finance Manager.  ILEAS administers federal and state public safety grants for law enforcement mutual aid involving 900+ agencies in Illinois.  ILEAS employs over 50 full and part time staff and training cadre members across the state. The Finance Manager serves as an assistant to the Executive Director by overseeing all fiscal processes.  The position requires broad experience in the aspects of public agency financial management.  This position must be fully capable of supporting the vision, policies and intentions of the Executive Director and the ILEAS Governing Board with regard to oversight of a budget ranging from $7 to $15 million annually.

The ideal candidate will have 10 or more years of progressively responsible service in an Illinois municipal, county or governmental unit and experience with the peculiarities of grant management rules to include compliance with the Illinois Grant Accountability and Transparency Act (GATA) and the Code of Federal Regulations (CFR).  This person acts as the Fiance Team Leader and routinely supervises as many as five additional finance employees.
