ILEAS 2024 Conference Wrap-up

A big thank you to everyone who attended the ILEAS Conference!

On March 25-26, 2024, ILEAS held its 18th annual conference at the I Hotel in Champaign. Nearly 300 people were in attendance from 150 agencies across the state. Conference highlights were the educational sessions including Lt. Brian Murphy on the Sikh Mosque shooting in Oak Creek, Wisconsin, and the post-banquet entertainment by comedian Greg Warren!

Feedback on the new two-day format and the conference overall was very positive. Plans for next conference will be underway soon – we’ll announce the 2025 dates in the next few months!

ILEAS accepting applications for Regional Planning Coordinator for North East Illinois

The Illinois Law Enforcement Alarm System is seeking an ideal candidate to fill the position of Regional Planning Coordinator, to primarily serve the emergency preparedness and response needs of law enforcement agencies located in Northern Cook, Lake and McHenry Counties.  The individual selected for this position will act as the liaison between ILEAS and the departments assigned.  This position is best suited for an individual with extensive law enforcement command level experience and is familiar with the region.

Update on ILEAS Training Center Remodeling Project

Update March 29, 2024

  • The parking lot is now completed.  It has been expanded to accommodate 50 more vehicles.  Trees and landscaping have been completed and all the new parking lot lights are installed and working. 
  • The basement remodel is complete.  Work included merging two rooms into one, removing all vestiges of its previous purpose of a nursing home laundry area.  New miscellaneous storage, telecommunications and radio secured storage and an area for radio technicians to do programming and repair work completed.  Over the next few weeks, all the communications equipment will be returned from remote storage into this newly developed space.  
  • The shipping and receiving area is 95% completed with only HVAC closeout work yet to be done.  Upon completion, ILEAS's receiving area will double in size.  This will greatly improve the inventory control for the millions of dollars of LE equipment coming in and out of ILEAS regularly.  
  • The B Wing remodel is approximately 85% complete.  The new classroom that will potentially seat 150 or more is largely done with only a few minor items left.  The installation of A/V technology and the outer entrance door to be completed.
  • The B Wing tactical training area is nearing completion as well.  This nearly 18,000 square foot open area is available for a variety of uses.  ILEAS has acquired two sets of movable wall systems so that any configuration of rooms, hallways, etc. can be created by instructors to tailor the environment to the curriculum.  The only hold back in this area is the HVAC air handler. It was ordered in October of 2023.  Its expected delivery date is mid-June (supply chain issues).  Once that is installed, ILEAS will get an occupancy permit to begin using this area immediately.  
  • Lastly, the pavilion in the enclosed courtyard between the C and A Wings is nearing completion as well.  This area will be available to students, visitors and staff for class breaks and outdoor training and other activities.  Prior to this remodel, that courtyard was completely overgrown with trees, bushes and plants.  Once it is done, it will be mostly concrete and a perimeter of low maintenance landscaping.  

ILEAS to Hire New Finance Manager

The Illinois Law Enforcement Alarm System (ILEAS) is accepting resumes to select a new Finance Manager.  ILEAS administers federal and state public safety grants for law enforcement mutual aid involving 900+ agencies in Illinois.  ILEAS employs over 50 full and part time staff and training cadre members across the state. The Finance Manager serves as an assistant to the Executive Director by overseeing all fiscal processes.  The position requires broad experience in the aspects of public agency financial management.  This position must be fully capable of supporting the vision, policies and intentions of the Executive Director and the ILEAS Governing Board with regard to oversight of a budget ranging from $7 to $15 million annually.

The ideal candidate will have 10 or more years of progressively responsible service in an Illinois municipal, county or governmental unit and experience with the peculiarities of grant management rules to include compliance with the Illinois Grant Accountability and Transparency Act (GATA) and the Code of Federal Regulations (CFR).  This person acts as the Fiance Team Leader and routinely supervises as many as five additional finance employees.
