The Illinois Law Enforcement Alarm System (ILEAS) is pleased to announce we have been selected to facilitate the State of Illinois Fiscal Year 2027 Less Lethal Alternatives for Law Enforcement Grant. In anticipation of final contractual agreements, we are issuing a Request for Proposal (RFP) to all qualified training vendors interested in providing less lethal alternatives and de-escalation instruction to sworn law enforcement officers throughout the State of Illinois. This RFP, and any subsequent contractual agreements, are contingent upon the receipt of grant funds from the Illinois Criminal Justice Information Authority (ICJIA) and the satisfactory completion of all required supporting documentation.
In accordance with the requirements set forth in the attached RFP, ILEAS is seeking qualified vendors to provide in-person less lethal alternatives and de-escalation instruction to sworn law enforcement throughout the State of Illinois. Proposals submitted under this RFP should focus on the description, goals and objectives of the training, which must be certified by the Illinois Law Enforcement Training and Standards Board (ILETSB). The proposal should include the number of trainings, the location of the trainings, and the projected number of students per class. The proposal should include associated costs for each training, providing enough detail allowing ILEAS to select all or part of the proposal. RFP’s must be received on or before August 28, 2026 to be considered. All training must be completed and invoiced to ILEAS on or before June 18, 2027.
