Mental Health & First Responders: Sometimes Even the Helpers Need Help

This presentation will focus attention on First Responder mental health, and the efforts of the Illinois Association of Chiefs of Police to develop and expand statewide a network of treatment options for First Responders and their families.

FBI Presentation - Domestic Terrorism/WMDs & IEDs

1300-1410, 1425-1535 and 1550-1700 - Plaza B (Lvl 1)

Presenters: Special Agent Rick Box and Special Agent Matt Hoffman

This session will cover domestic terrorism investigations and incidents to include the 2016 Dracy Pendleton manhunt, attacks targeting LE in Baton Rouge and Dallas, and the emerging threats posed by DT Extremists. The presentation will also provide a basic introduction to Weapons of Mass Destruction, identification of precursors, and an overview of improvised explosives for first responders.

Rescue Task Force: Unified Response Tactics to Active Threat Events

Presenters: Chief Alan Berkowsky & Commander Ed Mohn

This presentation is designed to introduce the Rescue Task Force (RTF) Concept and Training Model. The roles, responsibilities, terminology and operational procedures utilized to support an RTF response during an active threat event will be detailed. Though fire and police often work side-by-side at emergencies, this presentation will encourage a paradigm shift in the manner we work together and the significance of modifying current protocols.

Statewide Intelligence Update

This session will offer a briefing on current threats facing public safety and law enforcement in Illinois. The presentation will also provide an overview of national and international events and their potential impacts to Illinois, as well as a forecasting of events and challenges public safety could face in the future. (Restricted to LE only)

Contemporary Command Issues

1425-1535 and 1550-1700 - Sapphire (Lvl 2)

Presenter: Steve Ijames

This session will address critical issues in police supervision and command today, with special emphasis on those areas most likely to result in negative outcomes. The presentation will focus on the potential problems, and then provide action steps to increase the opportunity for addressing in advance.


1425-1535 and 1550-1700 - Governor Conference Room (Lvl 3)

Presenter: Dave Fellows and John Marszalek

This breakout is intended for new chiefs, sheriffs and supervisory personnel who may not have firsthand experience with ILEAS and the organization’s capabilities. Content will include familiarization with the ILEAS process, system usage, what to expect when making a mutual aid request, ILEAS Special Teams and more.
